Preheat oven to 350° F.
Lightly grease an 11 x 7 x 2 inch baking dish. Place half of flounder into the dish and top with an even layer of Swiss Cheese. Set aside.
Grease a small skillet and add carrot, green onions, and red bell pepper. Heat over medium heat for 3 minutes, stirring to prevent sticking. Remove from heat; reserve.
In a bowl, combine chicken broth, salt, lemon juice, lemon zest, and oregano. Add to the carrot mixture. Add bread crumbs and mix well.
Spoon 1/2 of mixture over the Swiss Cheese. Cover with the remaining piece of flounder and top with the remaining carrot mixture.
Cover and bake 25 minutes or until the fish flakes easily with a fork.
